Although the political settlement based upon the European Commission's proposals has answered some questions, much remains to be settled before those who advise farmers can be clear about the future.
Unfortunately, the outstanding issues are crucial to those farmers who are contemplating changes to their farming structures. As EU support makes the difference between profit and loss for UK agriculture as a whole, great care must be taken to avoid jeopardising 'Basic Payments', as the new scheme of payments will be known.
Farmers will need to have the situation clarified by the start of the new scheme on 1 January 2014 and be able to react to changes such as 'Greening' and 'Active Farmer', let alone 'Ecological Focus Area' - new and difficult concepts to wrestle with for UK farmers.
